BEB (Best Evaluated Bidder)

The bidder a procuring entity has evaluated as best, named on a notice displayed for ten working days before a contract is signed. The notice carries the price, and the unsuccessful bidders with their own prices.

Being named is not a contract: it is a statement of intent, and the display period exists so that other bidders can question it.
